James H. Chinn/ Capt. Col.

Nov. 8, 1870, James H. Chinn appointed Coroner of Platte Co., MO. He succeeded Thomas W. Park as County Clerk. April 24, 1882 hee was licensed as an attorney in Platte Co., MO. Jan 25, 1886, he was appointed Doorkeeper for the House of Representatives in Washington, DC. In April, 1897, Col. James H. Chinn, who for several years was an officer in the Missouri Penitentary in Jefferson City, returned to his farm in Platte City, Platte Co., MO and resumed the practice of law with Judge W.H. Roney.

"Col. James H. Chinn is a large and portly gentleman, of imposing dignity, and charming address. He read law in private, passed a good examination, and was admitted to the bar. But his restless disposition led him into various schemes and enterprises, from which he has gained experience. He was county clerk (Platte Co., MO), in 1877-9, and proved to be an excellent accountant. He was deputy collector, and has passed through many departments of business. His commanding person and urbane manners introduce him favorably to the stranger. But he lacks self-dependence, and his timidity stands in the way of his success. He is now bookkeeper in the State Penitentiary, and is looking forward to preferment". (Source: "Annals of Platte County, Missouri", William M. Paxton, 1897, p. 412).
